Regulatory Reform in Israel

Extensive and burdensome regulation is one of the prime brakes on Israeli economic growth and public welfare. This paper briefly reviews the literature on the illegitimate sources of much regulation – arranging favorable terms (‘economic rents”) for certain businesses at the expense of the free market and the public interest. This paper includes a detailed legislative proposal meant to achieve a balance between the power of an independent Better Regulation Authority to enforce the professional evaluation of regulations’ impact without encroaching upon the power of regulatory authorities to exercise the regulatory mandates granted them by the Knesset.
